Director of Finance & Contracting

Reports To: Executive Director

Job Summary:

The Director of Finance & Contracting is responsible for overseeing all FLIPA’s financial and contracting activities to ensure the organization remains in strong financial standing.

Pay Range $100k – $140k

Duties/ Responsibilities:

  • Develop budget and make recommendations to the Finance & Contracting Committee and the Board of Directors
  • Define, implement, and revise financial policies and guidelines for the organization
  • Provide staff support for the Finance & Contracting Committee
  • Liaise with FLIPA Leadership to develop financial plans and ensure organization-wide operational compliance
  • Managing procurement and resource allocation
  • Liaise with Executive Director to make decisions for operational activities and set strategic goals
  • Periodic market analysis to identify potential strategic goals
  • Plan and monitor the day-to-day financial condition of the organization to ensure smooth progress
  • Assist in refinement and execution of gainshare methodologies
  • Assist in designing tool to monitor contract financial performance and quality metrics relative to contracting provisions
  • Manage relationships/agreements with external partners/vendors including Managed Care Organizations and other payers
  • Ensure that the organization runs with legality and conformity to established regulations
  • Lead negotiations of new and existing contracts
  • Ensure appropriate oversight of investment funds
  • Other duties as assigned

The Forward Leading Independent Provider Association (FLIPA) is a nonprofit membership association of safety net providers working in partnership to provide the highest quality healthcare to the most vulnerable populations in Upstate New York since 2017. FLIPA is renowned for its commitment to integrating primary care, behavioral health and social care. Our growing membership includes a combination of federally qualified health centers (FQHCs), behavioral health providers, and a rural health network across more than 27 counties.

Education & Experience:

  • Bachelor’s degree in related field, such as finance, business, healthcare administration or equivalent experience required; Master’s degree preferred
  • Proven experience as Director of Finance & Contracting or equivalent position
  • Experience within the New York State health care system (population health, behavioral health, Federally Qualified
  • Health Centers, or similar) required

Skills, Knowledge, and Abilities:

  • Excellent organizational and leadership abilities
  • Outstanding communication and people skills
  • Knowledge of industry’s legal rules and guidelines
  • Working knowledge of data analysis and performance/operation metrics
  • Familiarity with MS Office and various business software
