Job Posting: Director of Operations

Reports To: Executive Director 

Job Summary:

The Director of Operations is responsible for organizing and overseeing the daily operations of FLIPA. This position must ensure that our business is well-coordinated and productive by managing its procedures and coaching its people. The Director of Operations must be competent and able to plan many kinds of operational activities and must be an excellent leader who can discover the most efficient ways to run the business 

Duties/ Responsibilities:

  • Conduct resource planning and support utilization and execution of PHM tool across
    FLIPA network
  • Develop and manage a detailed project schedule and work plan with vendor and hold vendor
    accountable for project plan performance
  • Predict resources needed to reach objectives and manage resources in an effective and
    efficient manner by providing cost analysis, budget estimates and resource
    requirements
  • Create long- and short-term plans, including setting targets for milestones, adhering
    to deadlines, allocating resources, and supporting team success
  • Gain consensus to approve proposed project plans before moving into project
    execution
  • Partner with FLIPA data resources to review PHM modules for accuracy and functionality
  • Apply continuous quality improvement to drive changes to enhance the functionality and
    usability of the PHM tool
  • Conduct risk assessments; report identified risks to management; provide recommendations
  • for mitigation of risk
  • Liaison between FLIPA members and PHM vendor to ensure EMR integration is complete and
    functional
  • Support deployment of tool(s) and initiatives to member organizations
  • Serve as expert for member organizations in interpretation and usability of data within the
    PHM, including maintaining expert knowledge of data sources, key indicators, use cases, and
    functionality
  • Effectively work across multiple organizations and geographies to support project progress
    within different organizational cultures, structures, and communities
  • Utilize industry best practices, techniques, and standards throughout entire project execution
  • Develop and deliver training materials for onboarding of new member organizations/staff
    members and respond to user questions
  • Other duties as assigned

The Forward Leading Independent Provider Association (FLIPA) is a nonprofit membership association of safety net providers working in partnership to provide the highest quality healthcare to the most vulnerable populations in Upstate New York since 2017. FLIPA is renowned for its commitment to integrating primary care and behavioral health. Our growing membership includes a combination of federally qualified health centers (FQHCs), behavioral health providers, and a rural health network across more than 27 counties.

Duties/ Responsibilities:

  • Defining, implementing, and revising operational policies and guidelines for the organization
  • Developing and executing new growth directives
  • Working with the human resources department to create job descriptions, hire competent personnel and oversee employee training programs
  • Working with the human resources department to develop and implement staff evaluation parameters
  • Liaising with departmental heads to develop financial plans and ensure company-wide operational compliance
  • Participate in budget reviews and make recommendations
  • Overseeing member support activities
  • Managing procurement and resource allocation
  • Liaise with superior to make decisions for operational activities and set strategic goals
  • Plan and monitor the day-to-day running of business to ensure smooth progress
  • Supervise staff and provide constructive feedback
  • Regularly evaluate the efficiency of business procedures according to organizational objectives and apply improvements
  • Manage relationships/agreements with external partners/vendors
  • Ensure that the company runs with legality and conformity to established regulations
  • Other duties as assigned

Education & Experience:

  • Bachelor’s degree in related field, such as business, computer science, or engineering, public health, healthcare administration or equivalent experience required
  • Proven experience as Director of Operations or equivalent position
  • Experience within the New York State health care system (population health, behavioral health, Federally
  • Qualified Health Centers, or similar) required 

Skills, Knowledge, and Abilities:

  • Excellent organizational and leadership abilities
  • Outstanding communication and people skills
  • Knowledge of industry’s legal rules and guidelines
  • Working knowledge of data analysis and performance/operation metrics
  • Familiarity with MS Office and various business software
